Controlli AIA. Conoscenza condivisa in un sistema unitario a rete

Il quaderno nasce dal lavoro svolto nell'ambito dei progetti del SNPA per gli anni 2015-2016 “Stato di fatto e migliori pratiche nel campo dei controlli ambientali”.

Attraverso lo sviluppo di un questionario articolato in 16 sezioni, sono state messe a confronto le modalità di organizzazione ed esecuzione delle ispezioni AIA condotte dal sistema Agenziale italiano. Le valutazioni relative agli aspetti programmatico-organizzativi e tecnico-procedurali sono rappresentative di quasi 6.100 installazioni AIA di competenza regionale, oltre ad un focus sulle installazioni AIA Statali.

Il progetto include inoltre l'attività di peer review presso Agenzie selezionate su base volontaria e condotta utilizzando come riferimento il modello Impel Review Initiative (IRI) definito dall’ IMPEL (European Union Network for the Implementation and Enforcement of Environmental Law). La prima peer review si è svolta nell’ottobre 2016 presso Arpa Campania.

Il quadro complessivo che emerge dalle elaborazioni, comprensivo della SWOT analysis, evidenzia i punti di forza ma anche i margini di miglioramento dei controlli AIA. Traccia inoltre delle proposte operative quali, ad esempio, la costituzione di un osservatorio permanente del SNPA e lo sviluppo di attività di confronto tra pari a livello nazionale.

“IED inspections – shared knowledge in a single homogeneous network” originates from the work carried out in the context of the SNPA projects in 2015-2016 “Present situation and best practices in the field of environmental inspections”. Organisational and executive procedures of the IED inspections conducted by the Italian agencies, were compared through a questionnaire made up of 16 sections and the following analysis covers a sample of some 6.100 regional IED installations also providing information on national IED installations. The project also involved a voluntary peer review carried out in October 2016 in Arpa Campania on the basis of the Impel Review Initiative pattern (IRI) developed by the European network for the Implementation and Enforcement of Environmental Law (IMPEL). The overall framework emerging from the conclusive SWOT analysis, highlights the strong points but also indicates where there is room for improvement in the field of IED inspections carried out by the Italian agencies. The project conclusions also envisage the setting up of a SNPA monitoring unit regarding IED inspections and the development of a national peer review programme.
